Plsc418 Foreign Aid and Poverty Discussion International relation theory

Q Roxanne Doty in her book Imperial Encounters: The Politics of Representation in North-South Relations (1996, 129) states that "[f]oreign aid enables the administration of poverty, the surveillance and management of the poor." Do you agree with this statement? Is foreign aid a technique that the great powers use to discipline and dominate the less developed countries? Or is foreign aid simply "the result of humanitarian concerns related to alleviating poverty, fostering economic development, and promoting democracy" (Doty 1996, 128-129). Make sure that you refer to postcolonial theory in some meaningful way in the course of answering these questions.

Foreign aid’s theory is a controversial theory which demonstrates how foreign aid either help or dominate other poor countries. There are three distinguished theories regarding foreign aid. The first theory describes that the foreign aid system is not at all effective and has only caused problems to the poor countries. The second theory states the fact that the amount of aids given by the rich countries are too low to help in order to reduce poverty in the poorer countries. The last theory demonstrates the actual roles of the traps which are present in this system. The last theory is not much vocal about it (Edwards, 2014).
